Breakthrough on Spark Mill Lane: Fully Funded Resurfacing and Lighting Scheme Secured

In a major breakthrough for Beverley, East Riding Council has confirmed that Spark Mill Lane will be fully resurfaced and lit — delivering the upgrade residents have waited years for.

Thanks to a mix of developer contributions and funding from the Department of Transport’s Local Transport Grant, the full stretch from Flemingate to Peters Way is finally getting the investment it needs. The works will include tarmac surfacing, new lighting along the route, and bollards to stop unauthorised vehicles from using the path.

Local Councillors Tom Astell, Tony Henderson, and Eliza Whitaker hailed the announcement as a major win for the community — but warned that residents shouldn’t have to wait through another winter to see results.

Cllr Tom Astell, Minster & Woodmansey Ward, said: “This is an absolute game changer for our local area  — and it’s all thanks to local people who’ve kept the pressure on. Spark Mill Lane is used by so many of us, but it’s been in a shocking state for years. Now we’ve finally got the funding, we need to get cracking before the dark nights return.”

Cllr Eliza Whitaker, Minster & Woodmansey Ward, said: “Residents have waited far too long for this — but we’ve finally turned a corner. This is a huge win. The improvements will make the lane safer, cleaner and more accessible, and we’ll make sure the community is properly involved in the final plans.”

Cllr Tony Henderson, Minster & Woodmansey Ward, said: “We’ve pushed for this every step of the way, and we’re thrilled to see it finally happening. Proper surfacing and lighting will make a world of difference for families, older residents, dog walkers — everyone. But let’s get it done before another winter of mud and pitch black paths.”

The council will begin consultation in the coming weeks, including proposals to install lockable bollards at either end of the lane to prevent misuse by vehicles while allowing emergency access and private rights of way.

The three councillors are calling on East Riding Council to accelerate the scheme and bring forward construction before winter 2025 where possible.
